Common work for common ideals

A crisis has struck and the magnificent squad, which only for today is composed by two committees: IOM and UNDP, is requested to work together to mitigate the consequences of the oil spill in the Gulf of Tonkin (situated between Vietnam and China). The two committees are now elaborating motions before signing a bilateral memorandum of understanding. Ideas are still confused and it seems that delegates need more time to discuss this delicate theme: protection of the environment. Opinions are conflicting, there are those who say that the guilty must pay for the disaster and some other say that every country should offer its assistance and aid to those who have lost almost everything because of the environmental disaster. Delegates are hardly trying to figure out if this issue should be treated in international or national (Vietnamese) terms.
